He graduated from Cocoa High School in 1973 and from the University of South Florida in 1977.  In 1979, Mr. Hair moved to Tallahassee, where he attended the Florida State University College of Law and graduated in 1983.

After graduating law school, Mr. Hair worked for Legal Services of North Florida in the panhandle, and for now Circuit Judge Richard H. Albritton in Panama City, before moving back to the Tampa Bay area in 1986.    He opened his own law office in Safety Harbor in 1987 and has practiced in Pinellas, Pasco and Hillsborough counties continuously since that time.
